The 2026 Beijing Digital Intelligence Innovation Competition (International Competition) & ITEC 2026 DBD Data Elements Industry Competition has officially launched. This is a major opportunity for innovators, entrepreneurs, and data professionals worldwide.
Official Invitation
To serve Beijing's development as an international exchange center and implement the city's "One Zone, Three Centers" data work strategy alongside the National Data Administration's "Data Elements ×" Three-Year Action Plan, Chaoyang District has taken the lead in launching China's first Data Business District (DBD). This competition is part of the 2026 "Data Elements ×" Beijing Division Competition and the Beijing Digital Intelligence Innovation Competition (2026 BDIC), co-organized with the Beijing Municipal Government Service and Data Management Bureau.
The event is also integrated into the 14th Chaoyang International Talent Entrepreneurship Conference (ITEC) system, with separate registration channels for international and domestic projects.

Who Can Apply
Basic Conditions
- The participating entity must have been established for no more than 10 years (after January 1, 2016). Talent track projects must be early-stage (Series A or earlier).
- The applicant and presenter should generally be a primary founder. The founding team's original shareholding should generally be no less than 30%.
- Each project may only apply to one competition track.
- Listed companies (excluding NEEQ and Regional Equity Market listed companies) are not eligible.
- All team members must comply with PRC laws and regulations, have no major records of dishonesty, and maintain good professional ethics.
- The project must have legitimate intellectual property rights or usage authorization, with clear innovation potential and commercialization viability.
- Projects with existing operations in Chaoyang District must use their Chaoyang entity to apply.
- Previous ITEC award recipients may apply but cannot receive awards at the same level or below.
- Entrepreneurs already recognized under Chaoyang's "Phoenix Plan" may apply but are not eligible for awards.
- The organizers reserve the right to terminate any project found ineligible.
International Track Conditions
In addition to the basic requirements above, applicants must meet at least one of the following international criteria:
- At least one core team member has overseas study experience
- Foreign nationals starting a business in China
- Overseas entrepreneurial talent or teams
- The enterprise/institution is legally registered overseas (including Hong Kong, Macau, and Taiwan)
- Core business or products target international markets / have cross-border cooperation experience
- Has received international entrepreneurship/innovation competition awards or international venture capital
Evaluation Criteria
An expert panel with "Technology + Industry + Investment" cross-disciplinary expertise uses a "Five-Dimension, Nine-Level" scoring model. Evaluation covers:
- Market prospects
- Team capability
- Technological innovation
- Business model
- Investment value
- Industry fit
A triple mechanism of independent scoring, arbitration review, and centralized deliberation ensures scientific, fair, and authoritative evaluation.

The total prize pool exceeds 50 million RMB with 86 award slots:

Notes:
- Winners must establish a properly operated entity in Chaoyang District to receive awards
