Introduction
China's permanent residence permit — often called the green card — is one of the hardest immigration documents in the world to obtain. But 'hard' doesn't mean 'impossible'. The rules are actually written down clearly, and there are four official routes to qualify.
The good news: since 2017, eligibility has been gradually widened. Foreigners with talent, money, or family ties to China now have realistic pathways. This guide walks through the exact conditions for each route, the salary and tax thresholds, and the documents you'll need.

The Four Routes to Permanent Residence
China's Permanent Residence Approval Procedures set out the basic prerequisites: you must comply with Chinese law, be in good health, and have no criminal record. Beyond that, you need to meet one of the following conditions:

The Investment Route
If you're investing directly in China, this could be your path. The standard requirements are:
- Direct investment in a Chinese enterprise
- Stable investment for at least 3 consecutive years
- A good tax payment record during that period
- Certain minimum investment amounts apply, which vary by city tier
Investment here means genuine, ongoing business involvement — not passive stock purchases. The authorities want to see real, stable commitment to the Chinese economy.
The Employment Route
For professionals, this is the most common route. You generally need:
- A senior position: deputy general manager, deputy factory director, or above — or an associate professor / associate researcher level title or equivalent
- 4 consecutive years in that role in China
- Annual salary and personal income tax meeting the local standard (broadly, income around 6× the average wage in your city, with corresponding tax payments)
This is the route most expat executives and senior researchers aim for. Meeting the salary threshold is usually the deciding factor.

The Family Route (Marriage)
If you're married to a Chinese citizen, the family route applies. Conditions include:
- Married for at least 5 years
- 5 consecutive years of residence in China
- At least 9 months physically present in China each year
- A stable place of residence and financial means
This route also extends to dependent family members of those who already hold permanent residence under other routes, in some cases.
The Special Contribution Route
This is the most selective route, reserved for foreigners with:
- Outstanding contributions to China's economic or social development, OR
- High-level talent identified as particularly needed by the state, OR
- Recommendation from a national authority, provincial government, or key development region
Foreign PhD holders and those recruited into national talent programs often qualify here. Spouses and minor children of the applicant can apply alongside.
Supporting Documents Overview
Whichever route you choose, the core document set is similar:
- A valid foreign passport
- A health certificate from a designated inspection agency
- A no-criminal-record certificate (authenticated by a Chinese embassy/consulate)
- Tax records proving your payments (for employment/investment routes)
- For marriage route: your marriage certificate and your spouse's ID
- Recent passport-style photos
All non-Chinese documents generally need to be authenticated or legalized before submission.
Application Process
The process runs through the public security / immigration authorities (National Immigration Administration):
- Prepare and authenticate all required documents
- Submit the application to the local entry-exit administration where you reside or invest
- Review by the National Immigration Administration
- Upon approval, you receive the Permanent Residence ID Card
Once granted, the green card is valid for 10 years for adults (5 years for minors under 18), and can be renewed. There's no annual quota on approvals.
